I believe it's a mink. Earl Plato and the Niagara Falls nature club were discussing whether these were Otters or mink. They're actually quite abundant along the Niagara River now and in some places they've become tame due to feeding.
Watch your bait bucket, they think nothing of robbing you while you fish. They make a good place to dispose of your gobies also.
